Whereas this General Synod has heard of the creation of the new College resulting from the integration of Covenant College of the United Church and the Anglican Women's Training College; and
Whereas this General Synod has received a request to establish formal relationships with this new national college;
Therefore be it resolved that:
1. This General Synod endorse the principle of entering into official relationship with the College;
2. the National Executive Council be instructed to appoint the requested number of representatives to the governing body (the number to be designated later);
3. the Executive Director for Program designate staff to be involved in the work and programs of the College for the next two years;
4. the Program Committee consider from time to time the allocation of funds to support various programs of the College;
5. the Program Committee evaluate their program arrangements for report to the National Executive Council and General Synod when it next meets. CARRIED in both Houses.

That this General Synod, having received the Resolution and request of the Archives Committee, approves the appointment of a full-time Archivist-Historian and authorizes the National Executive Council to make the appointment as soon as the necessary financial arrangements are made and a suitably qualified person is found for the position. (F) The following resolution was presented by the Chairman of the Department of Information and Stewardship: "That the Board of Information and Stewardship accepts the responsibility to provide the Archbishop of Canterbury with Public Relations services while he is in Canada in 1966, and we request the National Executive Council to assist in underwriting the cost of this service."
It was stated that the cost of such a service is roughly estimated to be $2,500. This would cover the cost of one person travelling with the Archbishop all the time, in some areas a second person to be present, plus the cost of an advance trip in order for a public relations man to meet with local people. The Rev. Canon W.E. Hobbs explained that this service was not intended to obtain publicity but to assist the Archbishop in his dealings with the media and to ensure that we receive the type of publicity we want.
Moved by the Rt. Rev. H.R. Hunt, seconded by the Rev. H. St. Clair Hilchey,
That the Council accepts the offer of the Board of Information and Stewardship to provide the Archbishop of Canterbury with public relations services while he is in Canada in 1966, and requests the Board of Finance to provide a grant of up to $1,000 to assist in the financing of this service.

That we delete the request that the National Executive Council ask the Board of Finance to find $1,000.
The amendment was CARRIED.
Notes
The motion as amended was CARRIED and reads,
That the Council accepts the offer of the Board of Information and Stewardship to provide the Archbishop of Canterbury with public relations services while his is in Canada in 1966.
It was further agreed that the Department of Information and Stewardship should make such arrangements as necessary, in consultation with each diocese being visited by the Archbishop of Canterbury.
The Archbishop of Fredericton requested that for the meetings in Fredericton the Primate appoint two people from the General Synod level to handle press relations in general with two people appointed from the local area. The Primate agreed to do so.

The General Secretary presented information had had received regarding protocol to be observed in flying the new Canadian flag, although not ratified as yet by the Government.

Following a further brief discussion, it was moved by Archdeacon Crosthwait, seconded by Bishop Snell,
That the matter be reopened. CARRIED

"PROTOCOL about use of the CANADIAN FLAG and the UNION JACK, which is presently followed but has not yet been ratified by the Federal Government:
The following four conditions govern flag flying in Canada:
1) The Canadian flag is to be flown on the main flag staff.
2) At locations where a second flag staff exits, the Union Jack may be flown on the second mast only. Flags may be at the same level; the underlying principle being that the Canadian flag is to be predominant.
3) The Union Jack should not replace the Canadian flag, When the Queen visits Canada, her own standard is flown at the place where she is staying.
4) Where flag displays or decorations are being used, there should be an adequate use of the Union Jack but not in substitution for or to a greater degree than the use of the Canadian flag. In such displays the Canadian flag is to be placed in the predominant position.
In church halls or in public places where more than one flag is flown, the Canadian flag should occupy the predominant position. It should be at the immediate right of any speaker; that is, his right.
In churches, the Canadian flag should be on the left side of the audience which is facing the altar; in other words, at the right side of the altar.

The consensus was that the appeal should not be linked, in any way, with apportionments.

i. That a total sum of $175,000 be raised, through the years 1966 to 1968 inclusive, from the Dioceses to enable the implementation of the General Synod commitment re Expo '67, and that this sum be allotted among the several dioceses in the same proportion as the 1966 budget of the General Synod.

The following report was presented by Canon R.R. Latimer:
Church House Library, started in 1965, was officially opened and dedicated by Archbishop Wright in February 1966.
Existing books including those formerly belonging to the Social Service Department, have been catalogued, and new materials added - particularly reference works and periodicals. Work of the library is increasing and developing as Church House staff make greater use of the librarian's services. Reference service is provided for the staff in all subject areas - other libraries being used for information not available here. Books from other sources are obtained on inter-library loan. There is also reference service to the public on questions relating to the Anglican Communion. Books are lent to anyone interested. Materials have been provided for clergy, for students, for parish study groups (in areas where there is no diocesan library) and for conferences.
A special project is the acquisition of informative material about the Anglican Communion in all parts of the world - a subject area not covered by any other libraries in the vicinity. Forty "Anglican Communion" periodicals are now being received.
All Anglican Communion materials are reported to the National Library at Ottawa.

Moved by the Rev. Dr. J.G. Morden, seconded by the Rev. Dr. L.F. Hatfield,
That, as a token of its concern and commitment, this General Synod authorizes payment of a grant of two hundred dollars a year for a minimum of three years towards the cost of training each full-time student enrolled in a recognized theological college as a candidate for Holy Orders for the Anglican Church of Canada, as soon as the Budget can accommodate the required sum;
Be It Further Resolved that this General Synod directs the Committee on Theological Education to inaugurate enquiry of each of the theological colleges recognized by the General Synod as to its standards, needs, and value to the Church as a training college for candidates for Holy Orders; and in particular to undertake a thorough study of the economic and academic efficiency of maintaining ten colleges for this purpose; and to report their findings to the next meeting of General Synod.

The Archbishop of Algoma thanked the Primate for arranging the Quiet Day. Father Palmer's addresses were deeply appreciated and we have been greatly favoured by the kindness of the Bishop and the Diocese of Niagara. The House wholeheartedly supported the Archbishop's words.
