That in line 2 of Subsection 2 of Section 4 (Duties of the Honorary Treasurer) of Canon IX (Handbook, p.114) the words, "annual session of the Executive Council and at each," be deleted, so that said Subsection 2 will read:
"2. He shall present statements of account duly audited by the Synod auditors at each...session of the Synod, etc." CARRIED in both Houses.

President of the Synod
The Primate of the Anglican Church of Canada shall be the President of the Synod, but in case of his absence from any cause, the Archbishop, senior by appointment or election, or, if no Archbishop be present, the Bishop elected as President of the Upper House, shall be and act as President of the Synod. CARRIED in both Houses.

That the Note in Section 5, subsection 2 of the Constitution be amended to read as follows:

2. Lay members of the Synod.
3. Visiting clergy.
4. Clerical members of the Synod, in order of seniority of dioceses (senior diocese last).
5. Canons and Honorary Canons.
6. Heads of Universities and Colleges.
7. Archdeacons.
8. Deans of Dioceses and Cathedrals.
9. Chancellors of Dioceses.
10. Executive Staff of Divisions.
11. Directors of Divisions.
12. General Treasurer.
13. Assessors to the Supreme Court of Appeal.
14. Hon. Asst. Clerical and Lay Secretaries of the Lower House.
15. Hon. Clerical and Lay Secretaries of the Lower House.
16. The Secretaries of the Upper House.
17. Executive Director of Program.
18. General Secretary of the Synod.
19. Registrar and Hon. Treasurer of the Synod.
20. Assessors to the Prolocutor.
21. Deputy Prolocutor.
22. Prolocutor.
23. Heads of the National Governing Bodies of other Communions.
24. Special Preacher (if not a Bishop).
25. Retired Archbishops and Bishops (who have returned to parochial duties) without Chaplains.
26. Retired Archbishops and Bishops (who have not returned to parochial duties) without Chaplains.
27. Visiting Bishops of other Churches in communion with the Church in Canada, each followed by one Chaplain.
28. Diocesan, Suffragan, Coadjutor and Assistant Bishops in order of seniority of consecration, each followed by one Chaplain.
29. Archbishops and Metropolitans in order of seniority of appointment as such, each followed by two Chaplains.
30. Special Preacher (if a Bishop, followed by two Chaplains).
31. The Bishop in whose Diocese the Service is held, preceded by the Dean and Chancellor and a Chaplain carrying his pastoral staff, and followed by a second Chaplain.
32. Primate or Acting Primate, with three Chaplains, one preceding him bearing the Primatial Cross and the other two following him. CARRIED in both Houses.

That Section 7 be amended to read as follows:
A. That the title of Section 6 of the Constitution reading "Opening Session" be amended to read "Opening Sitting."
B. That the title of Section 7 of the Constitution reading "Daily Sessions" be amended to read "Daily Sittings."
C. That in Section 23 of the Constitution , subsections 2, 3, 4, 5, 6 and 7, the words "session" and "sessions" be deleted and "sitting" and "sittings" substituted therefore. CARRIED in both Houses.

That Section 24 be amended to read as follows:
"The Synod shall sit in joint sitting to consider the work of the several departments and/or divisions of the Synod on the days and at the hours named by the Agenda Committee, provided such dates and times shall be published in the Convening Circular and shall not be changed without notice to the department or division concerned." CARRIED in both Houses.

That to resolve the possible conflict between subsections 1 and 4 of Section 33A of the Constitution, subsection 1 be amended to read:
"1. The Primate, the General Synod, the National Executive Council may at any time appoint a Commission, composed of any number of persons, whether members of the Synod or not, for the purpose defined in the resolution or instrument of appointment; such Commission to report its findings and recommendations to the Primate, the Synod, the National Executive Council, as directed in the resolution or instruments appointing such Commission." CARRIED in both Houses.

That subsection 2 of Section 35 of the Constitution be amended to read:
"Save when the National Executive Council determines otherwise, there shall be present at its meetings without voting privileges, the Registrar, the Chairmen of the Administration and Finance Committee, the Program and the Long Range Planning Committee respectively, if not already members, and the Executive Director of Program, the General Treasurer of General Synod, and all principal administrative officers of the departments and/or divisions of Synod bearing the title of Director and the executive secretary of The Missionary Society of the Anglican Church of Canada." CARRIED in both Houses.

That subsection 4 of Section 36 of the Constitution be repealed and the following substituted therefore:
"It shall appoint a General Secretary of General Synod, and on nomination of the Department of Administration and Finance, a General Treasurer of General Synod, on such terms as may from time to time be determined by the National Executive Council." CARRIED in both Houses.
