i. ratify Sections a-d of the proposed constitutional changes for the Anglican Consultative Council, as proposed in ACC-13 Resolution 4; and

[Text of Resolution 4 of ACC-13 [i.e. 2005 Meeting of the Anglican Consultative Council] Sections a-d which were passed are as follows:
The Anglican Consultative Council:
(a) takes note that the Secretary General has taken appropriate steps to implement and respond to the recommendations of Appendix One of the Windsor Report insofar as they relate to the administration of the Anglican Communion Office, and thanks him for this work
(b) requests that the Standing Committee of the Council and the Archbishop of Canterbury give consideration to convening a meeting of the Standing Committee at the same time and in the same place as the next meeting of the Primates, and that they facilitate the opportunity for joint sessions of business and consultation
(c) requests that the Schedule of Membership of the Council be amended to make the members of the Primates' Standing Committee for the time being `ex officio' members of the Anglican Consultative Council in accordance with the text set out in Appendix One
(d) resolves that the Constitution of the Council be amended by the deletion of existing Article 7(a) and replacing it with the text set out in Appendix Two
Text of Resolution 4 of ACC-13 [i.e. 2005 Meeting of the Anglican Consultative Council] Section e which was NOT passed is as follows:
(e) requests that the Schedule of Membership of the Council be amended to provide that the Primates and Moderators of the Churches of the Provinces of the Anglican Communion shall be additional `ex officio' members of the Council, and that in order to achieve appropriate balance between the orders of bishops, clergy and laity in the Council that the representative members shall thereafter be only from either the priestly and diaconal orders or from the laity of the appropriate Provinces as set out in Appendix Three, the execution of this amendment being subject to:
(i) the Primates' assent to such a change at their next meeting
(ii) two thirds of the Provinces of the Anglican Communion giving their approval of such a change by resolution of the appropriate constitutional body
(iii) final amendment (if any) and approval by the Standing Committee in the light of such deliberations
(iv) such provisions taking effect in relation to existing members of the Council only upon the occasion of the next vacancy arising in the membership.]
That this Council of General Synod recommend to General Synod 2007 that it not approve the changes in the Schedule of Membership and the Constitution of the Anglican Consultative Council as proposed in ACC-13 Resolution 4.
Discussion:
The Chancellor explained the revision and noted that the motion is more properly dealt with by General Synod, but that Council can show its position by passing this resolution and forwarding it to General Synod.
That section 39 g) of the Constitution of the General Synod be amended to read as follows:
g) In nomination of persons to be elected or appointed to Standing Committees, geographic representation, expertise, experience and commitment to the ongoing life of the committee shall be the principal criteria. Consideration shall also be given to reflecting the diverse groups and individuals within the church and society. Consideration may be given to representation from churches in full communion with the Anglican Church of Canada.
That section 39 of the Constitution of the General Synod be amended as follows:
(i) by amending subclause (a)(ii) to read “Partners in Mission and Ecojustice Committee”;
(ii) by deleting subclause (a)(iii) and renumbering subclauses (a)(iv), (v) and (vi) to be subclauses (a)(iii), (iv), and (v);
(iii) by deleting the words “and the Eco-Justice Committee” and the word “each” from clause (b);
(iv) by amending clause ( c) to read as follows:
- c) The Partners in Mission and Ecojustice Committee shall consist of twenty-one members:
-- i) 12 members shall be elected by the General Synod
--ii) at least 8 of the 12 members elected by the General Synod shall be members of the General Synod and one of those shall be a member of the Council of the General Synod
-- iii) 6 members shall be appointed by the Primate
-- iv) of the 18 members elected by the General Synod and appointed by the Primate at least 2 shall be Indigenous persons and at least 2 shall be youths or young adults
-- v) 1 member shall be appointed by an overseas partner church designated by the Committee
-- vi) 1 member shall be appointed by the Evangelical Lutheran Church in Canada
-- vii) 1 member shall be appointed by a Canadian ecumenical partner church designated by the Committee.
The revised motion #022-19-05-11 (Revised) was presented.
That, in response to ACC-13: Resolution #12 (Listening Process), the Anglican Church of Canada recommit itself fully to the Listening Process by:
i) encouraging provincial, diocesan, and parish listening to the experiences of homosexual persons;
ii) expanding the listening process at parish, diocesan and General Synod levels to include hearing all voices including the full range of views within the Church;
iii) describing, cataloguing, and sharing these processes and discussions; and
iv) conveying our decisions and ongoing listening work to the Anglican Communion Office, to the Director of the Listening Process, to the Secretary General and to the Archbishop of Canterbury, as a sign of our commitment to communion. CARRIED #31-11-05
That this Council of General Synod approve in principle the funding proposal to enable Anti-Racism Training in the 2004-2007 triennium for the Council of General Synod, its Standing Committees, ACIP, and the Board of PWRDF. CARRIED #21-05-05

Dean Peter Wall and Bishop Sue Moxley, Council of General Synod representatives to Ask & Imagine National Advisory Board, presented the report.
The Board is conscious that the Primate's Youth Network is not located in any department or committee and raised the question about how that network will be established and continued; as well as, how the relationship with Ask & Imagine and the Council of General Synod will continue.
Council was asked to encouraged young people in their dioceses to apply to the program.

That the Council of General Synod approve Faith Worship and Ministry as the department under which the collaborative relationship with the Ask & Imagine program should be administered. CARRIED #17-11-05
That the Council of General Synod request the Communications and Information Resources Committee
- to review the priority given to the main communication vehicles of the Anglican Church of Canada, viz. The Journal, Ministry Matters, and the website
- to give consideration to the increasing importance of web technology; and
- to address the potential need for increasing staff and financial resources for the website. CARRIED #30-05-06
1. Endorse the KAIROS led "Just Peace ... True Security Postcard Campaign" that calls on Canada to commit itself to pursuing an Agenda for Just Peace, which will:
- Respect Human Rights: Ensure that the civil, political, economic, social and cultural rights enshrined in the Universal Declaration of Human Rights and its corresponding covenants are indivisible, universal and legally enforceable, and take precedence over trade and investment agreements.
- Nurture Social Security: Reorient security spending towards social security, equitable economic development, environmental protection and protection of civil liberties.
- Control Arms Exports: Place additional national controls on arms exports and promote and international treaty to prevent arms transfers to governments that show a pattern of persistent human rights violations.
- Increase Aid: Increase Official Development Assistance to 0.7% of GNP within the next 5 years, respecting the rights of peoples to determine their own development goals.
- Cancel the Debt: Immediately and Unconditionally cancel 100% of the bilateral and multilateral debts of all low-income countries, reject structural adjustment conditionality, and cancel the illegitimate debt of all developing countries.
2. Ask the General Secretary to convey these concerns by letter to the Prime Minister at the time that the commons reconvenes in the fall of 2004. CARRIED Act 73
