That the Motion be withdrawn and the area of concern be referred to the Doctrine and Worship Committee for further discussion in the light of the discussion of the House of Bishops, and report back to the May, 1981 meeting. CARRIED
Bishop Snowden distributed copies of the Agenda and briefly reviewed changes that had been made. Some further changes were suggested, after which it was [moved and seconded].
That this House of Bishops has received a draft of the report on Continuity and Planning produced for the National Executive Council by Community Charitable Counselling Service, and notes the gratitude felt everywhere for the success of Anglicans in Mission.
We note, too, the great concern in most Dioceses that top priority be granted now to:
- developing lay leadership
- evangelism and outreach
- increasing operating income
- expanding mission projects on the local level
We commend to the National Executive Council the recommendation in the Community Charitable Counselling Service Report, and pledge our support, individually and collectively, in their implementation. We are convinced that strong diocesan and regional initiatives (as outlined in the Report) which are both supported and challenged by national structures is the best way forward for our Church at this time. It was recognized that the triennium appointment of the Agenda and Continuing Education Committees was drawing to a close and the necessity to elect new Committees for the upcoming triennium was noted.

That the Primate appoint a Nominating Committee to recommend names of people to serve on the Agenda Committee and the Continuing Educarion Committee for the 1986-89 triennium. CARRIED #16-6-86

The Primate suggested that a triennium appointment of the Secretary of the House would preclude the possibility of one person having to carry the responsibility for several years. There was general agreement with this suggestion.
The Primate agreed to appoint a Nominating Committee to make recommendations to be brought forward later in the meeting.
On behalf of the Nominating Committee, Bishop Robinson put forth the following nominations:
Secretary of the House: Bishop Clarence Mitchell
Agenda Committee: Bishop L. Peterson (Convenor), Bishop A. Read, Bishop J. Fricker
Continuing Education Committee: Canada - Bishop R. Hatton; Ontario - Bishop J. Baycroft (Convenor); Rupert's Land - Bishop B. Curtis; British Columbia - Bishop R. Shepherd.
A report on the Consultation which was held between representatives of the Church Army and representatives of the Anglican Church of Canada was distributed and Bishop Payne added comments as a participant in the Consultation.
Grave concern was expressed regarding the remuneration level as, often, salaries are below the poverty level, and Church Army spokesmen have indicated that they do not wish Dioceses to raise the salary levels. Discrimination between male and female Church Army Officers was recognized. The morale of Church Army personnel is at a low ebb and ways of improving the situation were discussed.
It was agreed that consultations should be held with Church Army representatives once a year or every two years.
In discussing the training of Church Army personnel, it was recognized that it is evangelicaly oriented and the suggestions was made that, at this time, the training methods are not equipping the officers for the work they will be called upon to do in the Church. It was requested that a report be prepared and distributed to the Bishops regarding `leave of absence'.
Clarification regarding the 'Court of Appeal' was requested. It was agreed that it would be appropriate to have an Episcopal Visitor to the Church Army and that the Visitor should be involved in the 'Court of Appeal'.

APPENDIX A
Courtesy Guidelines
1. Any Bishop desiring to approach a person, or in responding to an applicant for a position from another diocese, should first consult with the Bishop of that diocese.
2. Parishes should be informed that before they can approach a person in another diocese, consultation must take place with their own Bishop who, in turn, would request permission of the Bishop of that Diocese.
3. Clergy who desire to leave their present diocese and who want to make inquiries before submitting their resignation or notice, should first inform their own Bishop and then (with his consent/permission) proceed by approaching the office of Personnel Resources and/or bishops of other dioceses, not any of their parishes.
4. The Department of Personnel Resources should provide adequate notice to a Bishop whenever any of his clergy are informed of a vacancy. A general policy of this Department is not to approach a person who has been an incumbent of his present parish for less than five years or an assistant for less than two.
It was decided to consult the House with reference to a request for support of an ecumenical Pastoral asking that Christian people in Canada, and others, join in a day of prayer and fasting "in order that we might more clearly discern what the Lord would have us do to fashion peace in this troubled world."

AN ECUMENICAL PASTORAL LETTER
March 1, 1984
Amid the fear and anxiety created in the hearts of many people by the threat of nuclear war, Christians are called to bear witness to a hope that is firmly rooted in their Faith. This hope is not founded in some naive optimism, but in God revealed in Jesus Christ.
God in Christ encountered the tragic and sinful forces present in our world. These same forces continue to be sources of violence and oppression, immorality and injustice, but we do not despair. The eyes of faith which saw the Resurrection of our Lord discern the Spirit of God at work as a life-giver and as peace-maker among us. We believe the madness of the arms race can be stopped; the hearts of men and women can be changed from hearts of stone to hearts of flesh; we can beat our swords into ploughshares; we can choose life over death. But for this to happen we must not only speak about the "peace of God"; we must also work for peace.
If we dare to speak and act for God, we must be attentive to the word and wisdom which God is addressing to us. In this regard the Scriptures say that in prayer and fasting we grow in our knowledge of what God wills for us. Today we have great need to listen with care to our God.
At this time, therefore, when people everywhere are seeking the way to peace, we invite Christian people in Canada, people of other faith communities, and all men and women of goodwill to participate in a special day of prayer and of fasting. We suggest that this day be Friday, 13 April [1984].
For Christians, the Risen Christ has made peace available in a special way in the community that is the Church. To all humanity, the Creator God gives the precious gift of life. We invite all to celebrate this gift and to share in our hope for peace. We especially invite Christians to reflect on the hope that the Gospel makes possible as we celebrate the Feast of the Resurrection of the Lord during Easter.
May men and women everywhere be touched by the Peace of Christ and offer it one to another as a sign of hope in our troubled times.
