APPENDIX A
GUIDELINES FOR THE RESOLUTIONS COMMITTEE FOR USE AT GENERAL SYNOD 2004
Task
It is the responsibility of the committee:
a) to receive, and prepare for debate, resolutions proposed for the consideration of the Synod;
b) to ensure that proposed resolutions contain clear and concise statements of what is intended by the sponsors;
c) to consolidate, and, if necessary, re-word resolutions which deal with the same subject, after consultation with the sponsors;
d) generally to ensure that the resolutions do not contradict the resolutions procedures which form part of these guidelines;
e) to prepare and present a list of proposed 'no-debate' motions.
Resolutions Procedures
a) All resolutions not already printed in the Convening Circular, except those of a procedural or courtesy nature, or that arise in the course of debate, shall be written on the prescribed form and submitted to the General Secretary for consideration by the committee before being put to the Synod. (The General Secretary will give the notice of motion to the Chair of the Resolutions Committee who will assign it a number and at the close of that sitting present it as a notice of motion.)
b) The committee shall not debate the merits of any proposed resolution, but will ensure that it contains a clear and concise statement of what is proposed.
c) Any resolution presented to the committee may be accompanied by an explanatory note setting forth the consideration leading to the proposal. This note will not form part of the resolution preambles (i.e. "Whereas", etc. etc.)
d) The committee is authorized to consolidate and, if necessary, re-word resolutions which deal with the same subject, with the understanding that, in doing so, the committee will consult with the sponsors of the resolutions.
e) The sponsors of any resolution which is recommended for change by the committee must be consulted and asked for their agreement to change(s) proposed. If agreement cannot be reached, the committee has authority to present its version, and the sponsors will have the opportunity to propose any amendments they believe desirable.
f) the committee may reject, or return for amendment, any resolution it considers to be:
- 1. outside the jurisdiction of the General Synod
- 2. unclear or ambiguous
- 3. inaccurate
- 4. of local rather that a national character
- 5. impossible of performance; or
- 6. calculated to be a source of embarrassment to the Church.
h) No notice of motion, except one of a procedural or a courtesy nature, will be received beyond the time stated on the agenda for the reception of notices of motions except with the consent of a two-thirds majority of the Synod.
i) Any resolution which requires the expenditure of funds, the source of which have not been identified prior to the Synod session [Handbook, Rules of Order and Procedure 15 b)] must be referred to the Expenditures Committee.
j) Normally resolutions will be dealt within an order, which is appropriate to the elements of the agenda, or in the order in which they are received. However, if time for debate is limited the Agenda Committee will decide which resolutions will go forward for debate and which should be recommended for reference to appropriate bodies other than the Synod. ["Motions with reference to reports from Standing Committees shall take precedence over other motions on the paper. Handbook, Rules of Order and Procedure 12(c)].
That the following be substituted for sections 1 to 4 of the Guidelines for the Conduct of a Primatial Election (Appendix A in the General Synod Handbook) and that sections 5 to 7 be renumbered as sections 3 to 5:

The Nomination Process
1. The Order of Bishops
a) In accordance with Section 13 of Canon III, the Order of Bishops will meet not earlier than 120 days and not later than 30 days before the date fixed for the election of the Primate and shall nominate three or more bishops for the office of Primate.
b) Approximately six months prior to the start of General Synod where a Primatial election will be held, the Primate (or acting Primate) will seek nominations from the Order of Bishops. Each members of the Order of Bishops shall nominate a minimum of one and a maximum of three Bishops, certifying that they have the consent of those they have nominated
c) On the day prior to the balloting the Primate (or Acting Primate) will share with the Order of Bishops the names of those who have been nominated. Additional nominations will be received until 10:00 pm. that day
d) On the day of the balloting with the Primate (or Acting Primate) presiding, a celebration of the Holy Eucharist will be held.
e) The Order of Bishops shall meet in camera without staff members.
f) The Secretary of the House of Bishops shall keep a record of the proceedings.
g) All voting shall be by secret ballot.
h) The Primate (or Acting Primate) shall appoint scrutineers from among those not nominated.
i) No bishop may abstain from voting or submit a blank ballot.
j) The names of all nominated bishops shall be listed in alphabetical order by surname.
k) On each ballot each bishop shall cast a vote for one nominated bishop.
l) When a bishop receives the votes of a majority of the Order of Bishops present, the name of that bishop shall be placed on the Nomination Report and removed from subsequent ballots
m) Balloting will continue until a minimum of three bishops have been named in the Nomination Report, and either:
- i) on motion, it is resolved that the balloting cease, or
- ii) five bishops have been named in the Nomination Report.
n) Upon receipt of a request from the Order of Clergy or the Order of Laity for further nominations during the Primatial Election, the Order of Bishops shall immediately repeat the nominating procedure and balloting will continue until one or more bishops have been named in the Nomination Report, and either:
- ii) The names of three bishops have been placed on the Nomination Report.
o) The names of bishops included in a previous nomination report shall be excluded from the nomination procedure undertaken pursuant to guideline 3n).
2. In Preparation for the Election by the Orders of Clergy and Laity
a) All candidates named on the Nomination Report must submit a police records check and any other screening material requested by the General Secretary to his/her office prior to the start of General Synod.
b) Immediately following the nomination meeting the General Secretary shall send to all members of the Orders of Clergy and Laity the names of the nominees together with the following biographical information about each nominee:
- i. Current office and location
- ii. Current photograph
- iii. List of ecclesiastical offices held
- iv. Dates of ordination as deacon, priest and bishop
- v. Other accomplishments which the nominee may wish to share (limited to 1 page)
- vi. Any personal information that the nominee may wish to share (limited to 1 page)
- vii. A statement by the nominee of his or her vision of the role of the Primate (limited to 1 page)
c) The General Secretary shall work with the Secretary of the House of Bishops to ensure that the format in which the information is communicated to the members of the Synod is standardized and that the quality of the production of the communication regarding each nominee is uniform.
Friendly amendments
The mover and seconder agreed to several friendly amendments:
1.b) Replace "Each member of the Order of Bishops shal ..." with "Members of the House of Bishops may ..."
1.m) ii) "up to five bishops have been named in the Nomination Report."

Notes
The Primate suggested that a thorough review of the primacy is needed; one that would include consultation with other primates around the communion and with Archbishop Michael Peers and himself; and also a thorough discussion with CoGS about what the church is looking for in a Primate. This work, he said, would take years.
That this General Synod endorse the document "Letting Down the Nets -- a Funding Proposal for the National Church" as a guide for the financial support of the document "Serving God's World, Strengthening the Church -- A Framework for a common journey in Christ -- 2005-2010 (March 2004)". That the Council of General Synod approve the Long Term Disability Plan Regulations which were approved, in principle, at the November 2004 meeting of the Council of General Synod. CARRIED #15-05-05

Mrs. Laura Solomonian, a member of the Pension commitee and the Board of Trustees of the Pension Committee presented the report. Ms. Judy Robinson, Director, of Pensions attended for the report.
Bishop Michael Ingham expressed thanks to the Pension Committee and the staff of the Pension Department for their cooperation in assisting the Diocese of New Westminster in recent matters concerning pensions in the diocese.

That the Council of General Synod approve the Pension Committee’s recommendation that effective July 1, 2007, an increase of 4.5% be granted to the pensions as at December 31, 2006 for all the active, retired and inactive members of the General Synod Pension Plan. CARRIED #07-03-07
That this Council of General Synod, seeking to retain the practice of tithing 10% of undesignated bequests, direct the Treasurer to clearly identify, in the budgeted Partners in Mission grants to overseas Anglican Provinces, an amount that represents 10% of undesignated bequests, for the fiscal years 2004 and 2005. DEFEATED #23-11-04
