The Primate welcomed Dean Fricker and Dr. Fairweather, and invited Bishop Berry to introduce the report.
Dr. Fairweather provided a brief review of the work of the Task Force, noting that it was asked to consider two main topics:
(a) the overall pattern of Christian Initiation
(b) the production of a Rite of Baptism for inclusion in the Alternative Services Book.
Dr. Fairweather spoke of the double standard held in Canada concerning children receiving Communion, recognizing that spiritual harm may be caused. The Task Force urges that, if a child has been allowed to receive Communion in one parish, the child should be allowed to receive Communion in another.
Dean Fricker spoke of the Baptismal Rite of the Episcopal Church, and some of the situations that Church has encountered by citing the experiences of four dioceses.

That the American Rite be the pattern for the designing of an Alternative Canadian Rite of Baptism. CARRIED 3-2-82
That this House of Bishops agrees to forward to the Long Range Planning Committee issues which it feels will affect the life and mission of the Church.
That this House concurs with the proposals of the Long Range Planning Committee for developing a network of groups in areas where members reside, for reflection and data gathering purposes. That diocesan bishops authorize and support the development of contacts between the National Long Range Planning Committee and diocesan planning committees for the purposes of exchanging information. CARRIED

That this House of Bishops recommends to dioceses that when clergy are having problems they be kept on the strength of the Pension Plan for a minimum of six months. CARRIED #25-6-83
At the request of the Primate, Archbishop Garnsworthy assumed the Chair. Archbishop Garnsworthy invited Archbishop Hambidge to review the suggested procedure for the Primatial election which was developed by the Metropolitans at their meeting on 4th September.
Archbishop Hambidge explained that thought and work is being done at this time in order to avoid the long delays experienced at the Primatial election in 1971.
He said that the Metropolitans reviewed the Canon and that, by Canon, a minimum of three names must be submitted. These names are determined by vote of the Order of Bishops.
It was agreed that a ruling as to who is entitled to vote in the Primatial election should be sought from the Chancellor of General Synod. The ruling of the Chancellor regarding who is entitled to vote will not be debated, but simply accepted. It is proposed by the Metropolitans that all voting and nominating be by secret ballot. The scrutineers will be the five most recently consecrated Bishops.
It is proposed that there be no staff members present, that the House of Bishops meet In Camera, and that the Secretary of the House of Bishops keep a record of the proceedings, recording the process but not the number of ballots required to identify a nominee.
It is proposed that the first ballot be the nomination ballot and that the names be listed in alphabetical order. Members of the House will be permitted to nominate up to three names. After nominations are sent to the Electoral College, Bishops are to stay together at all times. No formal program will be undertaken while waiting. Provision for lunch will be made.
The first ballot is strictly the nominating ballot and the second and subsequent ballots shall proceed until one person has attained a majority of the votes cast (fifty percent plus one). This will proceed until either a Motion that the process end be Carried, or until a Motion that there be further nominations be Carried. It is being proposed that up to five names be nominated to the Electoral College. No nominee has the right to decline nomination, except with the permission of the House, following explanation. There will be no abstentions or blank ballots, without the permission of the House. Every name submitted in nomination must have the support of the majority of all the Bishops.
Dress for the Primatial election is to be directed by the Acting Primate.
