Continuity of Information : Diocese-to-Province-to-General Synod
Diane Brookes' concern related to the lack of communication between the three levels of Synods -- diocesan, provincial and general. This may be an issue unique to the Diocese of the Arctic, but Diane felt that Council would be able to offer suggestions on how best to approach this concern. The consensus seemed to be that, to serve as a delegate to all three levels would be physically, spiritually and emotionally exhausting. A suggestions was made that the reporting all be done in writing and circulated to members of synods and executive committee. Diane will take this advice back to her diocese and expressed her thanks for the help from the members of COGS.
Gitxsan Nation Update
Lorna Janze thanked COGS members for the resolution of support that was forwarded to all Chiefs of this Nation. No information has been forthcoming from the Supreme Court.
Vision TV : cable channel line-up
A pamphlet regarding the moving of Vision TV to Channel 59 in the Toronto area, and similar changes in other areas, was noted. This will affect General Synod broadcasts in 1998 as many locations do not receive Channel 59.

That the Council of the General Synod request:
1. the standing committees presently funding ecumenical coalitions to take the above priorities into account in developing grants to coalitions in 1997;
2. those standing committees whose coalition work is funded by the apportionment budget to allow some loosening of the "coalition baskets" in order to permit movement of unallocated funds outside the "baskets" to coalitions that have successfully remandated;
3. the Anglican Council of Indigenous Peoples to consider becoming a funding partner of The Aboriginal Rights Coalition in 1997. CARRIED #35-03-96

That the Council of General Synod approve the Terms of Reference for the Audit Committee (Handbook, Appendix J, pp. 145-146). CARRIED #14-11-96

AUDIT COMMITTEE REPORT
Resolution #14 - Terms of Reference (see minutes, page 9)
The Terms of Reference are as follows:
There shall be an Audit Committee appointed by the Council of the General Synod and consisting of such persons as the Council may determine from time to time. The Audit Committee shall advise the Council on all matters related to the annual financial statements of all divisions and organizations.
In doing so, the Audit Committee shall:
1. Advise the Council of General Synod on all matters related to the annual audited financial statements of the General Synod and other organizations referred to it by Council. The Committee shall recommended, from time to time, accounting policies, and changes in such policies, for the approval of the Council.
2. Determine annually what financial statements are required and their format, in addition to those prescribed in Canon VI, and review the audited financial statements with the Auditors.
3. Liaise with the Auditors to review the type and scope of audit to be performed, and its adequacy.
4. Review and evaluate reports prepared by the Auditors which describe weaknesses in the internal and management controls and which may contain recommendations for improvements; and receive reports from the Treasurer and other appropriate staff as to action taken on the recommendations.
5. Ensure that the audit of the Pension Division is adequate and its financial statements are compatible with those of the General Synod.
6. Recommend to the Council of the General Synod, for appointment, a firm of Chartered Accountants to be Auditors of the General Synod.
7. Recommend to the Council of the General Synod the amount of the annual audit fee.
