"That the House of Bishops move in camera, and that the people named for the previous in camera session be included with the addition of Dr. David Kuhl, meeting facilitator."
Bishop Harvey suggested that consideration be given to going in camera for the small (discussion) groups, but that conversations in plenary be held during general sessions (when the House wasn't in camera). Archbishop Morgan responded saying that the agenda committee had thought that a conversation during a general session might occur when the House was closer to the end of its discussions.
Archbishop Crawley proposed that the motion be amended to include the words "remain in camera until noon" so that the House could talk over the lunch hour (without restriction of being in camera).

After lunch the House of Bishops went back in camera.

"That the House move in camera with the inclusion of the people who were named for the previous in camera session".
Bishop Harvey inquired about the necessity of going in camera. Mr. Slavik answered by encouraging the members to continue with their work in camera with the idea that their final conversation could be held during a general session.
Bishop Tottenham registered a complaint saying that she had heard a member of the House of Bishops telling a writer for `The Anglican Journal' that the reason for the in camera sessions was because the bishops were embarrassed to have what they were saying recorded publicly. She shared her view that the point of holding the conversations in camera was to allow for individual comments that the House might not want to be held to.
Archbishop Peers reminded the House of Bishops that the standard was at the end of the meeting, to take out of camera the items which they felt didn't need to be held in camera. Archbishop Crawley added that there had to be a unanimous vote. The Primate concurred that the vote had to be unanimous.
The motion was put to the House.

While the House of Bishops, in reissuing and updating the 1979 Guidelines, states its commitment to the principles contained therein, nevertheless the House understands that individual bishops, acting with their diocesan synods, may wish to set these guidelines aside in specific instances and for pastoral reasons, and members of the House agree not to challenge the right of any bishop and/or diocese to do so. Canon Symon spoke to the House of Bishops about bursaries for the Lambeth Conference in 1998. He reminded the members of the House of Bishops that they should have received a copy of a letter from the Archbishop of Canterbury which referred to this matter. In it, Provinces were asked:
- "Can your Province look after the costs of getting your bishops to the Lambeth Conference ?
- If yes, can you assist others who are unable to cover their costs ?
- If no, what is your estimated shortfall ?"
Canon Symon said that the fee per person is expected to be approximately 1,250 [pounds sterling]. The responses from the 36 Provinces to the letter from the Archbishop of Canterbury were:
9 are prepared to help
14 will need help
5 are self sufficient, but are unable to help others
8 haven't replied
The Church of England and the Episcopal Church of the United Stated have committed to 800,000 [pounds sterling]. Canon Symon said that the global goal is for 1,250,000 [pounds sterling]. That translates into a bursary of about 5,000 [pounds sterling] per bishop or US $8,000 per diocese to assist in the cost of travel and board.
Archbishop Peers outlined the three funding sources expected from the Anglican Church of Canada towards the costs of the Lambeth Conference.
1. Travel and accommodation costs for those attending from the diocese (which is the responsibility of the diocese)
2. Core budget for Lambeth (cost of preparation, communication ... etc.)
3. Suggested bursary
The funding for the core budget has been paid by the dioceses since 1990 to the national office which will forward the funds to the Lambeth Conference. The Primate then requested that the dioceses put aside money for the equivalent of a bursary fund. A discussion then followed about what would be an appropriate amount for each diocese to put aside. There was consensus that the Anglican Church of Canada's share toward the bursary fund was approximately $250,000.

A member of the House suggested that "charity begins at home" and inquired about the possibility of an internal travel pool to equalize the cost of travel. It was agreed that there should be an internal pool.
The Primate's office agreed to approach Mr. Armstrong, Treasurer of General Synod to look at the amount each diocese would be requested to contribute towards the bursary fund. The amounts would be based on what each diocese pays towards the apportionment budget. It was agreed that a letter from the Primate would then be sent to the House of Bishops indicating the target set towards the bursary fund for each diocese. The members would then be responsible for checking whether or not it would be possible for their diocese to meet the amount set for them. Archbishop Peers requested that information be obtained by the end of September.
The Primate told the House of Bishops that the Reverend Canon John Rye, Regional Coordinator for Africa/Middle East at the national office had accepted the job of bursar for the Lambeth Conference. Canon Rye retires from the national office in June 1996.
Archbishop Peers concluded the session by thanking all for participating, especially Mr. Long, Canon Symon and Bishop Matthews.

Bishop Baycroft asked if it would be helpful to identify the Canadian staff people who were at the Lambeth Conference. He said it would be an idea to write a resolution thanking them. Some of the Canadians at the Lambeth Conference as staff were: Ms. Mia Anderson, the Rev. Ron Barnes, the Rev. Canon Alyson Barnett-Cowan, the Rev. Canon David Hamid, the Rev. David Harris, the Ven. Lynn Ross, Ms. Erin Rutherford, the Rev. Canon John Rye, the Rev. Canon Gordon Light, Mr. Eric Tanuan, Mr. Doug Tindal, and Ms. Jo Mutch.
