That the National Executive Council reaffirm the motion passed by the May 1978 meeting of the Council
"That the National Executive Council authorize the preparation of a study guide (with special reference to homosexuality) to be prepared and referred to the House of Bishops and the National Executive Council for use within the Church, and that the Primate be asked to appoint qualified persons to work with the three bishops appointed by the House of Bishops."
That the Primate be requested to enlarge the membership of the Task Force.
That in the preparation of the study guide the Task Force take account of
1) the discussion of the National Executive Council requesting the guide include reference on heterosexual relationships as well as homosexual concerns;
2) the discussion and resolutions of Lambeth Conferences;
3) past and coming discussions of the House of Bishops;
and that in the study guide use be made of the Case Study Method. CARRIED

Bishop W. Robinson, on behalf of the Sub-Committee, responded to the following extract from the Minutes of the meeting of the House of Bishops of 1972, page 16:
"(xx) MARRIAGE IN OTHER THAN CHURCH BUILDINGS
Bishop Bagnall and his Co-adjutor asked for the opinion of the House on officiating at marriages held other than in the Church building. Requests for this had come from sincere Church members who felt that as we do not always hold services of the Holy Communion in a church it should be possible to have a wedding in their garden or home. In the discussion which followed it was stated that the Prayer Book and Marriage Canon require 'the body of the church'. No wedding legally can really be private. This would not be the case if it were held on the property of one of the families concerned. It was felt the church is the place of the Christian community and that all weddings should take place in it thus providing the same service for rich and poor. Bishop Bagnall thanked the House for its guidance."
(1) The above minute does not record what appears to have been represented as a "ruling", but only states an opinion.
(2) The words of the minute place in quotation marks, "the body of the church" are quoted out of context with respect to both documents, namely the Book of Common Prayer and Canon XXI, and will not bear the meaning imposed upon them in the above minute in either document.
(3) The phrase, "sufficient cause" provides leeway for a rector to use his discretion with respect to the place of wedding.

It was agreed that the Sub-Committee of the Doctrine and Worship Committee working on the Marriage Service be asked to work on a firm form of Service with definite alternatives that could be used, and also that this Sub-Committee be requested to set forth what are the essentials of a marriage ceremony and to provide appropriate wording.

Having consulted throughout the Anglican Communion and elsewhere about our intention to proceed with the Ordination of Women to the Presbyterate and having carefully discussed several representations requesting the House to change its position, this House reaffirms its collegial commitment to the Principal and Implementation of the Ordination of Women to the Presbyterate as indicated in our previous motion of 1975.

18. Report of the Long Range Planning Committee on Planning '79
The Reverend J. McCullum and the Reverend W. Asbil spoke on behalf of the Committee, and presented detailed plans for the November, 1974 Conference. Fifteen overseas participants, at least two representatives from each diocese, all bishops, presidents of diocesan ACWs and others would be included. The purpose would be to discover new directions for the Church during 1976-7-8. The total cost was estimated at $16,619.00.
19. Mission and Ministry
Bishop Garnsworthy reported that the House of Bishops Task Force had met in Winnipeg, and sought counsel of the National Executive Council regarding the wisdom and value of holding a conference in the Fall of 1975 at which there would be present all the bishops, representative clergy and laity, numbering between 100 and 150, to look at theology.
Bishop Garnsworthy said that invitations would be extended to some of the foremost thinkers in the Anglican Communion to be part of the Conference, and that it would be intended that one person, who would be part of the planning, would convene similar events across Canada following the Conference, that learnings and inspiration may be shared.

That this National Executive Council approve the holding of a Planning Conference in 1974, and Mission and Ministry in 1975, and that, once the principle of holding has been established, we then proceed to discuss details.
