Canon Gould also spoke appreciatively of the work of co-organizers, Dr. Hiltz and the late Canon Vernon; and of the energetic work of the Women of the Church under the leadership of Mrs. R.B. McElheran.

The following Report was presented by Chancellor Harris:
Report of Committee on Primatial Cross
To the Primate and members of the General Synod.
1. At the Thirteenth Session of the Synod held in Montreal September 1934, the Lower House (Proc. 1934, p. 53) unanimously resolved:
"That a Joint Committee of the Two Houses be named to obtain a suitable design for a Cross for the office of Primate, such design to be submitted to the Executive Council for approval; the Council to have such authority as may be necessary to procure the manufacture of such cross which shall be the property of General Synod".
The Upper House concurred.
2. Subsequently the Primate and Prolocutor named the following Committee:

On the resignation of Bishop Williams from the Committee and the election of Archdeacon Knowles as Bishop of Qu'Appelle, Archdeacon Irwin was added to the Committee by the Prolocutor.
3. Pending formal organization of the Committee, Bishop Williams and Chancellor Harris consulted with the Archbishops of Canterbury, York and Wales, as well as the leading manufacturers and designers of ecclesiastical furnishings in England and Canada, respecting the proper design for a Cross for the office of Primate. They also obtained a number of designs and prepared tentative specifications for consideration by the Committee at its first meeting.
4. At a meeting of the Executive Council at Calgary in September, 1935, the report of the Committee was unanimously adopted and the Committee instructed to purchase a Cross which should bear on one side the Agnus Dei in the centre, with the emblems of the four Evangelists; and on the other the Arms of the General Synod in the centre, with the Arms of the four dioceses of Canada, out of which all the other dioceses had been carved. It was further decided that the Cross should be of silver gilt and cost, inclusive of case, &c., not more than $700, such cost to be defrayed by voluntary subscriptions from members of the Synod, the balance, if any, to be taken from the General Synod Expense Fund; and that the Committee in association with the Primate should arrange for the presentation and dedication of the Cross.
5. Following the meeting of the Executive Council at Calgary, a Subcommittee was appointed to carry out the instructions of the Executive Council. After much correspondence, this Subcommittee unanimously adopted suitable specifications, which were also submitted to the Primate for his approval. These were subsequently sent to eight well known designers and manufacturers of ecclesiastical furnishings in Canada and in England, and after considerable delay fourteen designs were submitted. These designs were sent to all members of the Subcommittee who associated with them in the examination of the designs, other members of the Committee and members of the Upper House, ten in all.
From the designs submitted the choice was narrowed down to three, which the Committee submitted to the Executive Council for final choice at its Toronto meeting in September, 1936.
6. At that meeting, the Committee was instructed to purchase a Cross of the design selected, with some minor changes, such Cross to be presented and dedicated at the opening service at the next session of the Synod with such ceremonies as the Primate might approve and arrange.
7. After considering a new design embodying all the suggestions made, an order was placed with J. Wippell & Co. Ltd., Exeter, England, for the manufacture of the Cross, omitting for the present the Arms of the General Synod (to be added when such Arms would be formally granted by competent authority).
8. Following the placing of the order, the Committee, with the approval of the Primate, sent a letter to all members of the General Synods of 1934 and 37, inviting subscriptions towards the cost. A statement of receipts and expenditures will be submitted to the Synod and a recommendation made as to the balance on hand, or deficit, as the case may be.

That the General Synod of the Church of England in Canada hears with sorrow and regret of the sudden passing of the Rev. W.L. Archer, B.D., to the larger life beyond the grave. The Members of the General Synod recognize the loss it sustains in the removal from the ranks of its membership of one who was a Chaplain during the Great War, -- as a Parish Priest, and as an effective and informed member of the Council for Social Service rendered great service to the Church in Canada.
The General Synod offers to the Wife, the Mother, and the Family of this much loved Priest its sincere sympathy, with the prayer that God will comfort and sustain them in their sorrow.
(Carried in both Houses by a Standing Vote.)
