Prologue
A proposed motion for consideration by the National Executive Council reads as follows:
That the Task Force on the Churches and Corporate Responsibility
1) work in public within policy positions and styles approved by the churches which comprise it;
2) assist the churches to develop new positions which will enable them to be responsible shareholders in the corporate sector; and
3) keep its staff at the present level (2) on the basis that there need not be an expansion of program to fulfill these functions.

That this National Executive Council agree to defer consideration of this motion and refer it to the Program Committee and to the Public Social Responsibility Unit for information. CARRIED

That this National Executive Council concur that the Primacy Fund, the Executive Council Fund and the Episcopal Stipend Fund be amalgamated into a "General Synod Endowment Fund," the investment income being divided 86.96% to the Assessment Account and 13.04% to the Apportionment Account (the present ratio); any additions to the Fund would be for Assessment only. CARRIED

The Primate introduced Dr. Lawrence Whytehead, Dr. Cope Schwenger, Mrs. Phyllis Creighton and the Rev. Canon Paul Chidwick, and invited their comments regarding the report "Dying - Considerations Concerning the Passage from Life to Death."
The Primate reminded the National Executive Council that this report was presented to General Synod 1977 and returned to the Task Force for rewriting.

That this National Executive Council give general approval to the report "Considerations Concerning the Passage from Life to Death" and following editorial revisions, addition of footnotes, and a deepening and amplifying of certain sections as discussed this evening, and authorize the publication of the report together with a suitable introduction by the Primate. CARRIED

The Primate paid grateful tribute to all those who worked on the preparation of this report.

Press Release
The National Executive Council of the Anglican Church of Canada has received a final report from the General Synod Task Force on Human Life, "Dying: Considerations Concerning the Passage from Life to Death."
The Council gave "general approval" to the report and ordered that "following the addition of revisions, footnotes and a deepening and amplifying of certain actions as discussed this evening, the report be published together with a suitable introduction by the Primate."
The Report, intended as a study document, does not define policies, but is intended to be, as Archbishop Scott said, "A contribution to a process that has to be ongoing." That process is an examination of the moral questions posed by, and the Christian implications of, the care of the terminally ill and the new born infant with gross and uncorrectable defects.

That this National Executive Council support the continuing dialogue between the church, business, government and labour and name a committee to work with the Chairman of the Public Social Responsibility Unit to organize a conference with government and the "private sector" on Canadian responsibilities in the Third World. WITHDRAWN
It was agreed that requests should be channelled through the Program Committee who is asked to appoint people to represent the Anglican Church of Canada.
Following discussion it was agreed that the above motion should be re-worded and two motions developed in its place.

That (i) this National Executive Council support the continuing dialogue between the church, business, government and labour and particularly commends the model of the 1978 conference as a way of expressing our common concern in confronting issues that are enormous and complex; and
(ii) request the Primate, the General Secretary and the Chairman of the Public Social Responsibility Unit, to appoint a working group to organize such a conference focussing on Canadian responsibilities in the "Third World." CARRIED
