That this General Synod confirm and reiterate its commitment to continuing the conversation about whether and how the diocesan, provincial and national structures need to be modified to support and enhance mission, and requests the whole Church to make this conversation a priority during the next triennium.

That the existing wording be numbered "1" and the following be added at the end thereof:
"2. Request the Provinces to undertake a discussion of the appropriate number of dioceses and the appropriate boundaries within the Province, and inform General Synod 2013 of the result of these discussions".

The Primate sought advice from the Assessors as to whether the motion to divide was in order. The Assessors advised that it was in order to divide the motion.
The motion to divide was put and was DEFEATED.

1. Confirm and reiterate its commitment to continuing the conversation about whether and how the diocesan, provincial and national structures need to be modified to support and enhance mission, and requests the whole Church to make this conversation a priority during the next triennium; and
2. Request the Provinces to undertake a discussion of the appropriate number of dioceses and the appropriate boundaries within the Province, and inform General Synod 2013 of the result of these discussions
Noting that General Synod had delegated to COGS the authority to approve a change to diocesan boundaries, Chancellor David Jones outlined the proposed changes necessary for the creation of the new Diocese of the Indigenous Spiritual Ministry of Mishamikoweesh.

That: Exercising the authority delegated to it by General Synod, Council of General Synod approve the boundary changes to the Dioceses of Keewatin, Rupert’s Land, and Brandon occasioned by the creation of the new diocese in Northern Ontario, subject to consent being given to these changes by the Executive Council of the Ecclesiastical Province of Rupert’s Land as authorized by the Provincial Synod.

Bishop Lydia Mamakwa expressed gratitude for the support received on the journey of self determination. She spoke of the meaning and significance of the name of the new diocese, The Diocese of the Indigenous Spiritual Ministry of Mishamikoweesh.
The new diocese, a member of the Council of the North, will be born on June 4th, the birth date of William Winter, and Bishop Lydia will be its first diocesan bishop. “The vision of the elders is being fulfilled.”
The Primate thanked Bishop Lydia for her leadership.
Canon David Jones brought forward a motion for the creation of the Anglican Parishes of the Central Interior (APCI) with the status of a diocese, the ability to elect its own bishop and delegates to the General Synod in its own name. Resulting from this amendment,

Be it resolved that
a) pursuant to Section 7 b) iii) of the Declaration of Principles consent to the decision by the Synod of the ecclesiastical Province of British Columbia and Yukon to rearrange boundaries to transfer the territory of the diocese of Cariboo to the Anglican Parishes of the central Interior, and
b) confirm that the Anglican Parishes of the Central Interior has the status of a diocese, and as such is entitled to membership in the General Synod pursuant to section 8 of the constitution.
