Mr. Matthew Kett presented the report of the Eco-Justice Committee. Speaking to the issue of HIV/AIDS:
- PWRDF Executive Director, Mr. Andrew Ignatieff, told of the work of the Primate's World Relief and Development Fund in responding to the call from our partners in Africa. The Fund is also interested in working with aboriginal communities in Canada.
- Dr. Eleanor Johnson, Director Partnerships, reported that the General Synod Planning Committee had been approached to invite Stephen Lewis to speak at General Synod. The Partners in Mission Committee would like to bring the issue back to Canada and have parishes look at their response to the disease.
-The Rev. Canon Allen Box spoke of his work HOPE Africa, a social development wing of the Diocese of Capetown [i.e. Cape Town], and of the project he is involved in, which raises funds for a community in Africa where 40% of people are HIV sufferers.
-Bishop Barry Hollowell stressed that Council not forget the situation in Canada where the disease is on the increase, particularly in the prison system and in aboriginal communities. Our awareness and our ability to inform and keep information in front of people are imperative.

That the Council of General Synod commend the HIV/AIDS document originating in Southern Africa for widespread distribution and action (see Appendix 1 of the PIMC Report to Council of General Synod).
It was noted that both EcoJustice and Partners-in-Mission recommended this motion.
Friendly Amendment
The mover and seconder agreed to add the words "and support the request of Partners in Mission for an educational session on HIV/AIDS at General Synod 2004" to the motion. The motion now reads
That the Council of General Synod commend the HIV-AIDS document originating in Southern Africa for widespread distribution and action (see Appendix 1 of the PIMC Report to Council of General Synod) and support the request of Partners in Mission for an educational session on HIV AIDS at General synod 2004" to the motion. CARRIED #20-05-03

That This Council of General Synod
1. Stands opposed to any gambling activity that in its scope or form will negatively affect the residents of any community, region, or neighbourhood.
2. Commits General Synod not to receive funds raised from lotteries, casinos, electronic gambling machines, or other activities of the gambling industry, to the extent that such funds can be identified
3. Requests the EcoJustice Committee to
- distribute educational materials about all forms of gambling to the dioceses
- maintain a watching brief on government sponsored gambling activities, with input from the dioceses and ecclesiastical provinces
- collaborate with other denominations in monitoring and responding to gambling expansion in Canada.
4. Building on the position taken by the United Church of Canada in 1998, and on previous ecumenical statements of which the Anglican Church of Canada was part, calls upon the Government of Canada to
- conduct a public and independent review of legal and illegal gambling in Canada and of its social, economic, and legal impact;
- make recommendations for public policy and for effective oversight of the gambling industry within the requirements of the Criminal Code, especially regarding electronic gambling;
- establish national standards for assessing gambling proposals, including economic, legal, and social-impact assessments;
- establish a single format for provinces to provide information on gambling and gambling-generated revenues to the Government of Canada and to the Canadian public, and require full annual disclosure of such information;
- establish an independent review of provincial gambling commissions and issue a public report on the findings, with particular attention to public decision-making about allocation of gambling-generated funds, public accountability, and standards of governance that serve the public interest. APPENDIX C
Planning and Agenda Team
Terms of Reference
Purpose
To assist the Council of the General Synod in the visioning, planning and management of the mission of General Synod.
Responsibilities
- plan the Council of General Synod agenda to ensure time for networking, reflection and business
- provide assistance [to] the Primate and the Prolocutor in meeting management and evaluation strategies
- ensure educational sessions at each Council of General Synod meeting and assist in the design of the sessions
- review job descriptions of Council members, terms of reference of the Council, committees and councils at the beginning of each triennium
-encourage and facilitate the Council of General Synod in its visioning and planning responsibilities
- enable the evaluation of activities and initiatives of the Council of General Synod
The Planning and Agenda Team normally will meet for two days ({not immediately}) [in original print copy the words "not immediately" are underlined for additional emphasis, in electronic database underlining is indicated by curly brackets i.e. {}] prior to the meeting of the Council of General Synod. If tasks assigned during the term require additional meetings these will be arranged. The Planning and Agenda Team will meet with the Primate and the Prolocutor, if possible, one day prior to each Council meeting.
