1. receive the document "Pay Equity, What is it?" on page 19 of the report of the Committee on Ministry for study and comment by the dioceses; and
2. ask the Council of General Synod to establish a task force to work with two dissimilar dioceses to develop, implement, monitor and evaluate an instrument based upon the principles outlines in "Pay Equity, What is it?". CARRIED WITHOUT DEBATE Act 78

That the motion tabled (see page 15) on the appointment of a Task Force be withdrawn and replaced with the following:
That this National Executive Council request the Primate to appoint from staff a person who will work with the Treasurer of General Synod, the Director of Pensions, the Director of Personnel Resources and selected members of the Stipend Committee to:
1. Develop and implement a monitoring process for the Compensation Report; and
2. Report to the National Executive Council through the Stipend Committee. CARRIED #42-10-89

That this General Synod commend the initiative taken by the National Executive Council and other bodies in arranging for the National Compensation Study, and urge the dioceses and the National Office to work on the implementation of adequate compensation policies and practices for the employees of the Church; and
that the National Executive Council closely monitor the progress being made by the dioceses and the National Office in their study and implementation of the recommendations of the National Compensation Study. CARRIED Act 38

That this General Synod:
(a) accept as a justice issue the vision of pay equity at all levels of the Anglican Church of Canada, that is equal pay for work of equal value; and
(b) request the Committee on Ministry to assist the Church at the national and diocesan levels in the development of a plan to implement this principle.

1. That the last phrase in (a)..."equal pay for work of equal value" be deleted; and
2. That the words..."for both clergy and lay employees" be added after "pay equity" in the first line.
A vote was taken on #1 above as follows:
That the last phrase in (a)..."equal pay for work of equal value" be deleted. DEFEATED
The mover and seconder agreed to add..."for both clergy and lay employees" to section (a).
The mover and seconder agreed to add the words "pension and" in the first line. Section (a) now reads:
(a) accept as a justice issue the vision of pension and pay equity for both clergy and lay employees at all levels of the Anglican Church of Canada; that is equal pay for work of equal value; and...
Following discussion regarding the addition of "pension and" to the resolution and advice from an Assessor, it was agreed to delete these words.
The motion now reads:
(a) accept as a justice issue the vision of pay equity for both clergy and lay employees at all levels of the Anglican Church of Canada, that is equal pay for work of equal value; and
(b) request the Committee on Ministry to assist the Church at the national and diocesan levels in the development of a plan to implement this principle. CARRIED in all Orders Act 80

The final report on Compensation Policies and Practices from the consultants, Woods Gordon, was distributed.
The Right Reverend Gary Woolsey outlined the format of the presentation and advised that two committees had been formed (Steering and Editorial) to deal with the recommendations at the consultation, which will follow this meeting of the National Executive Council.
Mr. Paul Barton discussed the final recommendations and both he and Ms. Lynda Mungall responded to questions throughout the presentation.
